FORMER FARMER & LUNA MEMBER PAULA FLOWERS
TAKES OFFICE AS TENNESSEE DEPARTMENT OF
COMMERCE & INSURANCE COMMISSIONER
Governor Phil Bredesen has appointed former Farmer & Luna, PLLC member Paula A. Flowers to serve in his new administration as Commissioner of the Tennessee Department of Commerce & Insurance (TDCI). TDCI regulates more than 1600 insurance companies and a wide variety of licensed professions, houses the Division of Consumer Affairs and the Division of Fire Protection, licenses securities brokers and dealers, and investigates securities fraud. It also oversees TennCare managed care organizations. Governor Bredesen and his new Commissioners were sworn into office on January 18, 2003.
Upon learning of Flowers’ appointment, Farmer & Luna member J.W. Luna said, “We’re very happy for Paula, though sad to be losing her. It has been our good fortune to practice together in our own firm. Obviously, Governor Bredesen has a keen eye for talent, and our loss is the State’s great gain.”
While at Farmer & Luna, where she was a founding member, Flowers’ practice focused on regulatory and administrative issues. She previously served as counsel for TennCare managed care organizations in receivership and liquidation and as the Special Deputy Receiver for Xantus Healthplan of Tennessee, Inc.
